Then in closing he said that if i am willing to pay a sum of 500 usd. for the basic processing. He said that he will send me an email regarding the details.

I was called for not completing the US Green Card Lottery online application. Caller identified himself as Brian and from the US Immigration department.He offered to help with the application and a processing fee was involved.Is this the procedure? I got out of it, as it sounded fishy. It screams fraud.

I was entering an advertisement about new zealand resident yesterday, and I was called by someone said he is from new zealand by today and asking am I wanna move to bew zealand, he didn't say wheather he is from immigration or not, but the question is he should be from new zealand immigration, but the phone number is from brooklyn usa? Is it international fraud or not?
