Looks like this group got control of or is spoofing a capital one number. Since this number was rated more positive than negative, I answered and a man started a spiel about to lowering my interest rates because I'm such a good customer. I asked which organization he was with and he hung up.

Called stating they were from visa master card and could lower my rates. when I asked for a phone number so I could check with my banks he asked me to clarify why I needed a number. when I told him I wanted to check with my banks to make sure this wasn't a scam and he said Capital One.
