Matt from mediation, called and said to call back because it is important and further action will be taken if I do not respond. They also left a text saying I had an outstanding balance and if it is not paid they would freeze my account.

This sounds like AI it keeps calling from a local number 520-415-9358 but leaves this 866-576-4774 number as a call back. The message is always the same the voice sounds like AI and when the voice states who the call is for it is very robotic. If the call was from a flesh and blood person they would know they were on voice mail and there would be no way a person could press 1. Big Time Scam. Enough is Enough
