Tex reported number +12538020309 as unknown
This number has called me twice a day for several days. Male speaker has a thick Indian accent and shouts. I said "Put me on your do not call list." He said he could not do that unless I did him a favor first. I usually hang up or they do. Sometimes a call comes from this number and nobody is there.

FYI - Beware reported Microsoft certified tech with the number 2538020309 as Cost trap
This guy has India or Pakistan accent and claims to be a Certified Microsoft Tech. Then asks if you are sitting in front of your computer ... then requests that you bring up the Event Viewer and asks you to count the red & yellow icons on your screen. Once you've done that, he expresses adamant concern and informs you that your computer is loaded with viruses and that a System Crash is imminent unless you go to windowpccare website that looks like a legitimate Microsoft webpage, and click on a certain icon. After that, they remote-access your computer, and send you a 'solution' in notepad.
$239; $337; or $479 for them to fix your computer systems. Now they want a credit card #. (don't give it to them!) What they did was install a password on your Operating System during startup. Now they tell you if you don't pay, they're not responsible if your system crashes. Of course, they had nothing to do with it!!
