Claimed there was a federal warrent against my ss# because of numerous complaints against my ss# number. Stated that I had to return the call at an alternative number 347-518-1475 or I'd be approached at work or home. Told me to talk to Samual Jackson and said good luck.

They use a caller ID service which throws the number into a block of numbers that are generally where blocked caller ID's in Utah get thrown.
Aside from the 3203 number, they have the block of 10 numbers, including 3200 through 3209. Pretty obviously an outbound boiler room situation.
The actual initial "hello" is an automated VOIP call, which is only transferred to an agent when the call is considered "qualified" (which is why they don't transfer on the initial "hello").
Since these types of calls are actully illegal in the U.S., they are generally made from overseas -- frequently India Or an Eastern block country, which then forwards the to an agent in the U.S.. Many times these agents aren't even aware that it was not an inbound call.
This particular company is an E & O Insurance company, and already been reported to the Utah state insurance commissioner. They want you to listen to a pitch in exchange for a scratch card "game". You can avoid this pitch, according to their web site, by giving them enough information on a written card for them to float an illegal skip trace, which gives them sufficient information to engage in identity theft, if they wanted to. -

Regarding Federal Financial, since the business operates under a Utah insurance license number and apparently none of their revenue come from any insurance activity I have filed a formal complaint with the Utah Commissioner of Insurance and with the Utah Insurance fraud department director. With all of the information, evidence, and reported phone numbers it looks promising. I requested (as dictated by Utah law when fraud is suspected) a temporary executive order be issued by Mr. Kiser to freeze assets of Richard Dixon and The Federal Financial Group LLC and acting control of the company be delegated to an agent of The Utah Department of Insurance.
