    Most likely a robocaller calling to validate the number you are on is a working number. You say hello and the system hangs up. They then update their caller IDs indicating this is a validated number and when they sell their lists, they can get a better rate as it is considered a valid number. Call back and Click "1" to be added to the do not call list.
