This number was used to inform me when I linked my card and again when asked to confirm the name on my account.
As others have said, even if it is legit (as was in my case) scammers can spoof almost any number to convince you to click a link or to respond and be charged. Never click a link or reply to anyone you do not expect to contact you. If it's legit, you can almost always confirm by logging into the official website and check for notifications related to what was sent to you. -

Legit cash app notification text, if you don’t have cash app and you get a text from this number it’s not a scam, unless it includes a link, then wherever you have it or not don’t click on it, obviously. Never ever click a link that you didn’t just request yourself! Even if it’s from this number I’m saying is legit, scammers can spoof their number and make it say it’s coming from cash app, cash app won’t send you a link you didn’t just request, they just send notifications about activity on your account. Any message saying you need to take action by following a link that you didn’t expect to get should never ever be trusted. If you think it’s a real notification, don’t follow the link, navigate to the website yourself in the browser, or open the app yourself on your phone, don’t trust links! Except verification/password reset links that you expect to get! The more urgent and concerning the message seems, the less you should trust it!

Text message said that my $1.99 charge for Google YouTube SU was pending on cash card. Indeed it was pending there! I locked my card immediately, knowing that I had not signed up for youtube. I have checked everywhere, I ha e no pending subscriptions for this on Google, YouTube, etc. There is no link to click on, but it's a great reminder to stay vigilant!

cash app scam - i dont even use these kind of apps, so its easy to spot the scam. i blocked like 3 numbers today already
